U.S. Immigration and Customs Enforcement has issued new guidance that prohibits high-speed vehicle pursuits and tightens rules for traffic stops, according to a memo. The directive responds to a string of incidents in which ICE-initiated vehicle stops escalated after drivers refused to cooperate or attempted to flee.
The memo notes that ICE agents have discharged their firearms during more than a dozen such encounters since last year, resulting in at least four deaths and multiple injuries.
