On October 1, the United States entered a new era in its foreign aid policy under the “America First” strategy. The approach makes a Memorandum of Understanding a condition for receiving U.S. healthcare and development aid.
Supporters have praised the policy for promoting self-reliance in recipient countries, while critics have faulted the strategy over the conditions attached to the aid.
