U.S. leadership essential to counter China-Russia authoritarianism

China and Russia are building an authoritarian alliance that threatens the international order and America’s prosperity, argue Sen. Rick Scott (R-Fla.) and Hudson Institute fellow Rebeccah Heinrichs. To protect U.S. interests, they say the United States must sustain and strengthen its global leadership.

Scott and Heinrichs warn that Beijing and Moscow are coordinating to expand their influence, undermine democratic institutions, and reshape norms governing trade, security, and technology. The authors contend that if the United States retreats from global leadership, those countries will fill the vacuum, imposing rules that prioritize authoritarian control and advantage their strategic objectives.

To counter this trend, Scott and Heinrichs call for renewed American engagement across diplomatic, economic, and military domains. They advocate for reinforcing alliances, investing in defense and deterrence, and promoting free-market principles and democratic values abroad. According to the piece, these actions are necessary not only for national security but also to ensure continued U.S. economic prosperity and the conditions for global stability.

The authors stress that leadership does not require unilateralism but coordinated efforts with partners who share commitments to open markets, transparent governance, and the rule of law. By leading through alliances and principles, the United States can offer an alternative to the authoritarian model and shape international rules in ways that reflect democratic interests.

Scott and Heinrichs conclude that American prosperity depends on continued U.S. leadership. Allowing authoritarian powers to define the rules of the international system, they argue, would threaten economic opportunity, national security, and the political freedoms that underpin American strength.
