Rahman Salehi, 34, and Salam Ahmadyan, 36, have been charged after allegedly identifying a Manchester synagogue that was the site of a previous fatal terrorist attack as the intended target for a homemade bomb plot, a court heard.
The pair were charged on Friday with preparing to commit an act of terrorism or assisting another to commit an act of terrorism. Salehi, from Salford, and Ahmadyan, from Liverpool, appeared before the court in relation to the alleged plot.
The synagogue named in the allegations has previously been subjected to a fatal terrorist attack. Authorities say the two men selected that site for the alleged plan to use a homemade explosive device.
The charges follow an investigation into the alleged plot. Further court proceedings are expected as the case progresses.
